Who has more power, the government or the richest men in the world?
I would say the richest men because they do what they want, they have monopolies and the government allows it and also they give them money before and after the elections.

As always it is a question of needs. The power dynamic will go to the one that has the ability to impact needs.
Usually politicians have time against them and rich people have time on their side - realm of circumstance - Politicians need to get get elected NOW. They need money to do it. Rich people don't care who is in political office as long as they do what they are told. So usually the rich win over politicians because politicians need money more than rich people need politicians. There is always another fool who wants to be president. If this one won't do what he is told, the next one will.
